Resumo

As empresas brasileiras de saneamento e tratamento de águas estão fortemente caracterizadas por uma hierarquia de baixa flexibilidade e apesar de ter no seu cotidiano atividades de projetos ainda não possuem a maturidade necessária ao sucesso na condução de seus projetos. Foi observado que a priorização de projetos está entre os principais problemas enfrentados pelos gerentes de múltiplos projetos neste tipo de organização. Assim, com o objetivo de aprimorar as técnicas de priorização de projetos para o gerenciamento de múltilos projetos, este trabalho analisa a gerência de múltiplos projetos de automação e propõe um modelo com a utilização do método multicritério PROMETHEE I para auxiliar o gerente de portfólio a priorizar os seus projetos, utilizando critérios e pesos extraídos da realidade da gerência através de entrevistas realizadas com os envolvidos no processo. O modelo utilizado foi considerado satisfatório, atendendo às necessidades da companhia e do gerente de múltiplos projetos.

Abstract

Brazilian sanitation and water treatment companies are strongly characterized by a hierarchy of low flexibility and, despite having flexibility in their daily project activities, they do not have the maturity needed to succeed in conducting their projects. Project prioritization is among the main problems faced by managers of multiple projects in this type of organization. To improve the prioritization techniques for projects in the management of multiple projects, this paper analyzes the management of multiple automation projects and proposes a model using the PROMETHÉE I method of multicriteria decision to help the portfolio manager to prioritize his projects, using criteria and weights extracted from management reality through interviews with individuals involved in the process. The model used was considered satisfactory, given the needs of the company and of the manager of multiple projects.
